By choosing to place a character in the dark city, you agree to be bound by the city's barrier. The terms and conditions of the barrier hold all beings within the city. The Master, Hecate, is the gatekeeper of the barrier.
All beings traveling through the barrier are recorded in the barrier's memory and may not pass back through without being unprogrammed from the barrier. There are creatures entering the city that are considered undesirable even to the gatekeeper. These beings might either have a temporary pass to stay in the city or be necessary to be expelled through the barrier.
For a hefty price, usually something you hold most dear or part of yourself, the Master may grant a pass to leave the city. These passes are rare. Ample reason including why, where and when, are essential for procuring a pass. A pass not created by the Master, such as one produced outside the city, is not binding on the Master's terms. This is how many are tricked into being contained by the city's barrier. You are trapped inside unless you can come up with a really good story-line for leaving that gets approved.
The Dark City is a prison. Hecate is the warden. Temporary freedom comes with a cost. These are the terms of the agreement.
